Vi ricordate di Ian e Gabriella? Sono quei miei amici che sono da mesi bloccati a Katmandu, in Nepal, in attesa di poter portare a Londra la bambina – si chiama Anjali – la cui adozione stanno cercando di perfezionare ormai da tantissimo tempo. Si tratta di una vera e propria odissea: il governo nepalese un paio di mesi fa ha finalmente ritirato la sospensione che aveva imposto su tutte le pratiche di adozione internazionale e tuttavia l’esame delle 500 e passa pratiche sospese si sta svolgendo da un lato con esasperante lentezza e dall’altro con la minaccia che le nuove elezioni ad aprile possano ancora creare altri ritardi con il risultato di tenere ancora i bambini negli orfanotrofi e i genitori in un esilio che sta diventando veramente difficile, anche dal punto di vista economico.

Per aiutarli, Gabriella e Ian e le altre coppie in attesa in Nepal hanno chiesto di inviare quest’oggi, dopo le 15 ora italiana, una mail all’ambasciata nepalese a Washington, dove il ministro competente si trova in viaggio diplomatico dal 10 dicembre. Il ministro ha intrapreso il suo viaggio senza naturalmente nominare un delegato e, ovviamente, le pratiche sono in sua assenza ferme al ministero.

My name is ____. I am calling to ask for you to convey my concerns about the adoption situation in Nepal to Secretary Neupane of the Ministry of Women, Children and Social Affairs, who is currently attending a UNICEF program in the US.
About 7 weeks ago, the Nepali Cabinet approved the immediate processing of all pending adoption files after an 8 month suspension. The Prime Minister also ordered them to be done immediately, but the adoption review committee has only completed 53 files so far.
If the government in Nepal were stable, it would take until summer of 2008 to finish the nearly 500 pending adoption files. However, the political situation continues to be unstable and elections are planned for mid-April, which will create further upheaval. A change in the government will likely cause another indefinite suspension of intercountry adoption. This is a serious humanitarian concern: children will have to stay in orphanages even longer despite the fact that a family is eager to take them to their new home.
Secretary Neupane left for a 10 day trip to the US on December 10th and did not appoint anyone to sign completed adoption files in his place. We want the Secretary to know that this causes us significant concern. We are counting on him to oversee the process, to make sure the committee is meeting every day and has set a goal for processing all of the pending files in a reasonable timeframe, such as the end of January.
We need for you to tell Secretary Neupane that we respectfully ask him to intervene to make sure the pending adoption files are processed as soon as possible. We hope he can intervene by helping the committee work out the current logistical problems.
I appreciate the good relations that my country and Nepal have enjoyed for many years and I know that with Secretary Neupane’s support this situation can be resolved quickly for the benefit of orphaned children.
